Kenyan teenager jailed over school-fire deaths

 A Kenyan girl has been sentenced to five years in jail for manslaughter over a school dormitory fire that killed nine of her colleagues.

The 18-year-old committed the offence in 2017 while aged 14 in her first year of secondary school at the Moi Girls School in the capital, Nairobi.

The court had heard that she had attempted to take her own life twice before she started the fire in her cubicle.

The parents and guardians of the girls who died in the fire say the sentence is lenient but are glad justice has been served, local media report.

Arson has become a common problem at Kenyan boarding schools over the last two decades.

More than 1700 people in custody

The Russian police have detained more than 1,700 protesters in dozens of cities. Demonstrations also took place as far as the eastern city of Khabarovsk, far from the southern city of Tolyatti, according to a Moscow Times report


. There were also demonstrations in the capital Moscow and St. Petersburg. In Moscow alone, 100 people have been detained. Social activist Marina on Thursday appealed to the Russians to take part in the march against the Russian military campaign in Ukraine.

Lets work together to end hepatitis B, Health workers challenged

A delegation from ministry of health have held a meeting with the Kagadi district health workers from different health facilities with a call to take care of hepatitis B patients in the district.

The meeting was held this afternoon at Kagadi community hall in Kagadi town council purposely to train health workers on testing, prevention and treatment of viral hepatitis infections.

Dr Felix Kawaya from the ministry of health  speaking to journalists after the workshop said, hepatitis B has affected people globally asserting that, the virus spreads through sexual intercourse and expectant mothers can spread it to fetus.

He has asked people to consider voluntary testing and vaccination of Hepatitis B that majorly attacks inner organs such as the liver.

Dr Felix Kawaya has also cautioned trainees to implement the acquired skills in the fight against Hepatitis B spread.


Muhorro town council female councilor calls for sensitization of locals on peaceful coexistence with chimps

The female councilor Muhorro town council Hon. Dorothy Murombe has emphasized for thorough training of local residents in Kagadi district on reducing human wildlife conflicts as they set to boost tourism in the district.

Hon. Murombe was speaking in the meeting that comprised of officials from Friends of chimpanzees, tourism officer Kagadi, UWA officials held in Muhorro town, Kagadi district this afternoon.

The development  follows a motion tabled by Hon. Magezi Jamada  the chairperson production and natural resources committee Kagadi district local government on installing a monument of a chimpanzee at Hoima-Fort Potal road roundabout  in Kagadi town.

 It’s remembered that Kagadi hosts a number of chimpanzee species in the areas of Muhorro town council, Mairirwe, Isunga, Mabaale among others which might have attracted the district council to propose the installation of a chimpanzee monument along Hoima Fort Potal road in Kagadi district.

Residents near chimpanzee habitants have been getting challenges with these wild animals but now have been helped by a local association “FRIENDS OF CHIMPANZEE” which has reduced on the cases of conflicts between human and wildlife.

Sgt. Wilson Ambire the official from Uganda wildlife authority said as UWA they are not going to gazette land for Chimpanzee but people should learn how to stay with them.

According to the district tourism officer Kagadi Robert Banura said though the area is not gazetted for chimpanzee protection, the community needs to conserve their habitants like trees, water streams among others as a way of conserving their existence.

He said Kagadi is one of the districts with a lot of tourism attractions which need development to start bringing in money to the district.

Meanwhile Friends of Chimpanzee association led by the CEO Swaleh Kuteesa Kadoma appealed the district officials and the concerned committees to support their association for the great work they have been doing.

The association has been training people on how to reduce Human and wildlife conflicts, giving first aid and paying medical bills to the affected citizens.

Street preachers given 30 days to vacate Kampala


The Resident City Commissioner of Kampala Capital City (RCC) Hudu Hussein has given street preachers in Kampala a 30 days ultimatum to leave the streets.

Speaking to journalists at the Uganda Media Centre, Hussein said that in his bid to build a nicer, organised city, there will be no room for “unseriousness”.

“Our good pastors, we love you so much but I am giving you an amnesty of 30 days so that you evacuate the streets, we want a more serious city,” Hussein said.

To say this, Hussein was presenting what he called the “seven new measures” which aim at sanitising Kampala city.

“All pastors, vendors, children beggars among other disorganised groups should leave the City,” Hussein added.

The RCC also unveiled plans to have all boda boda riders registered, main buildings in the city centre painted and lighted up plus new measures on buildings that are still aiding street vendors.

He warned that no stone will be left unturned in hid bid for a cleaner city.

Social media reacts

The RCC’s directive brought about mixed reactions as some said it was long over due, while others, who consisted of street preachers warned the RCC to tread carefully.

“RCC Hudu Hussein might have touched the wrong kind of button. You can’t threaten the Gospel of the Lord and those who spread it. The 30 days might end up being yours!!” Godfrey Kuteesa opined.

“Kampala is only the headquarters. We are called to change the world with this Gospel,” a one Moses, who is a street preacher under Phaneero said.

One shot dead, URA office torched in clashes with boda boda cyclists

One person was yesterday shot dead in Koboko District and the Uganda Revenue Authority (URA) office at Oraba border set alight after tax collectors allegedly knocked and injured a suspected smuggler.

Badru Adui, 27, a resident of Arumadri cell, Mengo Ward in Koboko Municipality, died of bullet wounds, police said, without identifying the shooter.

A rampaging mob assaulted New Vision journalist Abdurahuman Ayoub, leaving him hospitalised. Investigators said a bullet also caught an unnamed woman in the arm.

By mid-morning, a staccato of bullets fired by a combined police-army force rang out, echoing across the border in the undulating terrains of South Sudan.

The suspected smuggler was reportedly carrying 320 litres of fuel in sixteen 20-litre jerrycans from the Democratic Republic of Congo (DRC) when a URA enforcement vehicle hit him in Oraba, belted to the west by DRC and bordered by South Sudan in the north.

As news of the incident, which residents believed to be intentional, spread, boda boda riders in Oraba and nearby Koboko Town mobilised in large numbers and overwhelmed the guards.

The torched the URA border office, burning a photocopier, computers, files, furniture, official documents and a motorcycle parked outside the building.

Some cash went up in flames, said Ms Josephine Angucia, the police spokesperson for West Nile, adding that detectives were yet to ascertain the amount.

“Right now, the police and army are firing live bullets to disperse angry youth, who claim one of their colleagues was knocked by URA enforcement officers. The town is not safe,” a witness told this newspaper as the mayhem spread.

The mob hurled stones and other projectiles at security officers, who responded with bullets.

“As the protests escalated into riots, occupants of a motor vehicle registration UAW 848U, suspected to be carrying URA enforcement team, shot bullets towards the violent rioters, which consequently resulted in the killing of one person and injuring of three others,” Ms Angucia said.

No suspect had by press time been taken into custody over the riot, Ms Angucia said of the showdown that opened old wounds and underlined the continuing fractious relation between the tax body and the business community in West Nile.

Koboko Mayor Wilson Sanya said Adui was an innocent victim.

“This is not what we had agreed with URA and boda boda men. We agreed that a better way of enforcement be done where URA enforcers were not supposed to shoot people, no banging a boda boda with car doors and not to continue chasing [an escaping boda boda]. This is an old way of collecting taxes. The URA is to be blamed and they should take responsibility,” he said.

Mr Ian Rumanyika, the URA spokesman, confirmed yesterday’s ruckus in Koboko, but referred our inquiries to the tax body’s northern regional manager Godson Mwesigye.

Mr Mwesigye first told this newspaper that he was in a meeting, but never received nor returned follow-up calls.

Background

Fallouts between traders, particularly suspected smugglers in West Nile, which straddles the DRC and South Sudan borders, and URA enforcement officials is nothing new.

In 2009, tax collectors shot three suspected smugglers in Koboko Town, sparking a protest in which civilians overran a police station and set a car ablaze.

On September 20 last year, URA enforcers allegedly shot dead Mr Bosco Jurua of Arivu Sub-county in Arua District, as they tried to impound an unregistered motorcycle that he was riding.

That day, residents erupted in a demonstration, stalling travel on the Arua-Nebbi highway for hours.

Russia's Putin launches 'military operation' in Ukraine


Russian President Vladimir Putin announced a military operation in Ukraine on Thursday with explosions heard soon after across the country and its foreign minister warning a "full-scale invasion" was underway.

Weeks of intense diplomacy and the imposition of Western sanctions on Russia failed to deter Putin, who had massed between 150,000 and 200,000 troops along the borders of Ukraine.

"I have made the decision of a military operation," Putin said in a surprise television announcement that triggered immediate condemnation from US President Joe Biden and sent global financial markets into turmoil.

Shortly after the announcement, explosions were heard in Ukraine's capital, Kyiv, and several other cities, according to AFP correspondents.

Putin called on Ukrainian soldiers to lay down their arms, and justified the operation by claiming the government was overseeing a "genocide" in the east of the country.

The Kremlin had earlier said rebel leaders in eastern Ukraine had asked Moscow for military help against Kyiv.

The extent of Thursday's attacks was not immediately clear, but Ukraine Foreign Minister Dmytro Kuleba said the worst-case scenario was playing out.

"Putin has just launched a full-scale invasion of Ukraine. Peaceful Ukrainian cities are under strikes," Kuleba tweeted.

"This is a war of aggression. Ukraine will defend itself and will win. The world can and must stop Putin. The time to act is now."

Biden immediately warned of "consequences" for Russia and that there would be a "catastrophic loss of life and human suffering".

NATO's chief condemned Russia's "reckless and unprovoked attack" on Ukraine.

Putin's move came after Ukraine's President Volodymyr Zelensky made an emotional appeal late on Wednesday night to Russians not to support a "major war in Europe".

Speaking Russian, Zelensky said that the people of Russia were being lied to about Ukraine.

Zelensky said he had tried to call Putin but there was "no answer, only silence", adding that Moscow now had around 200,000 soldiers near Ukraine's borders.

Earlier on Wednesday the separatist leaders of Donetsk and Lugansk sent separate letters to Putin, asking him to "help them repel Ukraine's aggression", Putin's spokesman Dmitry Peskov said.

The two letters were published by Russian state media and were both dated February 22.

Their appeals came after Putin recognised their independence and signed friendship treaties with them that include defence deals.

- 'Moment of peril' -
Putin had for weeks defied a barrage of international criticism over the crisis, with some Western leaders saying he was no longer rational.

His announcement of the military operation came ahead of a last-ditch summit involving European Union leaders in Brussels planned for Thursday.

The 27-nation bloc had also imposed sanctions on Russia's defence minister Sergei Shoigu and high-ranking figures including the commanders of Russia's army, navy and air force, another part of the wave of Western punishment after Putin sought to rewrite Ukraine's borders.

The United Nations Security Council met late Wednesday for its second emergency session in three days over the crisis, with a personal plea there by UN Secretary-General Antonio Guterres to Putin going unheeded.

"President Putin, stop your troops from attacking Ukraine, give peace a chance, too many people have already died," Guterres said.

The US ambassador to the United Nations, Linda Thomas-Greenfield, warned that an all-out Russian invasion could displace five million people, triggering a new European refugee crisis.

Before Putin's announcement, Ukraine had urged its approximately three million citizens living in Russia to leave.

"We are united in believing that the future of European security is being decided right now, here in our home, in Ukraine," President Zelensky said during a joint media appearance with the visiting leaders of Poland and Lithuania.

Western capitals said Russia had amassed 150,000 troops in combat formations on Ukraine's borders with Russia, Belarus and Russian-occupied Crimea and on warships in the Black Sea.

Ukraine has around 200,000 military personnel, and could call up to 250,000 reservists.

Moscow's total forces are much larger -- around a million active-duty personnel and have been modernised and re-armed in recent years.

- High cost of war -
But Ukraine has received advanced anti-tank weapons and some drones from NATO members. More have been promised as the allies try to deter a Russian attack or at least make it costly.

Shelling had intensified in recent days between Ukrainian forces and Russia-backed separatists -- a Ukrainian soldier was killed on Wednesday, the sixth in four days -- and civilians living near the front were fearful.

Dmitry Maksimenko, a 27-year-old coal miner from government-held Krasnogorivka, told AFP that he was shocked when his wife came to tell him that Putin had recognised the two Russian-backed separatist enclaves.

"She said: 'Have you heard the news?'. How could I have known? There's no electricity, never mind internet. I don't know what is going to happen next, but to be honest, I'm afraid," he said.

In a Russian village around 50 kilometres (30 miles) from the border, AFP reporters saw military equipment including rocket launchers, howitzers and fuel tanks mounted on trains stretching for hundreds of metres.

Russia has long demanded that Ukraine be forbidden from ever joining the NATO alliance and that US troops pull out from Eastern Europe.

Speaking to journalists, Putin on Tuesday set out a number of stringent conditions if the West wanted to de-escalate the crisis, saying Ukraine should drop its NATO ambition and become neutral.

Washington Wednesday announced sanctions on the Nord Stream 2 gas pipeline, which Germany had earlier effectively suspended by halting certification.

Australia, Britain, Japan and the European Union have all also announced sanctions.

Visitation days for schools are still on hold, says Gov’t

Despite COVID-19 positivity rate in Uganda dropping to 1 per cent, the government says visitation days for schools are still on hold until further notice in a bid to prevent the spread of coronavirus in learning institutions.

Education and Sports Ministry spokesperson Dr Denis Mugimba said that boarding schools are a safe environment for the leaners and parents should not put them at risk for the sake of visitation.

Mugimba however said that schools have been permitted to resume sporting activities with strict observance to protection measures.

On the new curriculum, Mugimba said that they are not switching completely from the old curriculum, the Abridged curriculum is focusing on the vital learning points for the continuing learners.

“The Abridged curriculum is of very high quality. The way learners are being assessed or graded is not changing. They will still be as good as the learners using the old curriculum.

We have removed what we think is not the ‘must know’ from the old curriculum and only left what the learners need to proceed to the next class,” said Mugimba.

He added, “We shall have the Abridged curriculum for 3 years. The curriculum will not be trashed there after; it will remain a resource for the country to use in cases of emergency when the education system gets disrupted.”

This week government kicked off mobilization for the Parish Development Model (PDM) starting with Bukedi sub-region, one of the poorest according to the latest figures from the National Bureau of Standards (UBOS). The districts include Tororo, Busia, Bataleja, Kibuku, Budaka, Butebo and Pallisa where most households with an average of seven people subsist in crop and livestock on less than four acres of land without meaningful commercial productivity. It’s hoped that the PDM will take planning; budgeting, implementation and supervision of public policy much closer to those 68% rural households outside formal money economy to boost the sluggish socio-economic transformation agenda.

Next financial year, shillings 100m (25,000USD) is earmarked for each of the 10,000 parishes countrywide. This shift comes against the backdrop of earlier models of Entandikwa, Bonnabagagawale, Zoning, Four acre, Youth Livelihood and Women Fund, Sub county, Operation Wealth Creation, and Emyooga whose collective performance have been very limited. WF and YLF will be phased out. Out of 100M/=, youth and women run enterprises respectively have 30% ring-faced while PWDs, and the elderly 10% each while  20% goes to the rest and administration. Over the years NRM has implemented rafts of programs to fight poverty, reduce gross inequality, because socio-economic transformation, and spread prosperity, yet fast progress seem very limited, and in some households stagnation or retrogression is evidthough NRM has rebuilt a vibrant state, it hasn’t hit a decisive blow to poverty and social despondency. Consumer goods are plenty but there isn’t much creativity, innovation, and productivity at the household levels for sustained shared prosperity. Political and administrative leaders in districts should be made to sign pledges to get this job done and those who fail in their obligations be replaced. They must foster a stronger sense of responsibility by making wealth creation their main focus

Lawyer Mabirizi smoked out of hiding place, arrested

Police in Kampala have arrested lawyer Hassan Male Mabirizi after a recent court order.

The High Court in Kampala has sentenced lawyer Male Mabirizi to 18months imprisonment over contempt of court.

However, the lawyer has been on the run since last week but according to the Kampala Metropolitan deputy Police spokesperson, Luke Owoyesigyire, the controversial lawyer was arrested on Monday afternoon in Banda.

“He was got from Banda, Kyambogo as he was entering the university. He is currently detained at Jinja road police stations,”Owoyesigyire told the Nile Post.

Justice Musa Ssekaana last week issued an order directing the arrest of the lawyer over contempt of court.

Recently, the court ordered to pay a fine of shs300 million over contempt of court but the state has since accused him of continued attacks against judicial officers.

Justice Ssekaana last week said Mabirizi has never presented himself nor filed any affidavits to defend himself over the accusations despite being summoned over the same.

The judge said the only option was sending him to prison.

“Mabirizi never presented himself to court after being summoned and neither did he file affidavits to deny the allegations against him. Court has been left with no option but to order for his arrest on sight and be taken to prison for 18 months,”Ssekaana ruled.

The judge said he had been forced to make a brief ruling in order to ensure Mabirizi stop his attacks on judicial officers.

Consequently, Justice Ssekaana ordered for Mabirizi’s immediate arrest so that he serves the 18-month imprisonment.

However, the lawyer has been in hiding since the order for his arrest and imprisonment was made last week.

Uganda Airlines CEO contract terminated

Kampala, Uganda | THE INDEPENDENT | The government has terminated the contract of the Chief Executive Officer of Uganda Airlines, Cornwell Muleya and other top managers.
Waiswa Bageya, the Permanent Secretary Ministry of Works and Transport says that the decision was taken on Friday by the interim board.

The Works and Transport Minister, Gen. Edward Katumba Wamala suspended Muleya and 12 other top officials on April 21, 2021, on the orders of President Yoweri Museveni to pave way for investigations into allegations of financial mismanagement, collusion, and nepotism in staff recruitment among other issues.

The other affected top managers included Rogers Wamara, the Director Commercial, finance director Paul Turacayisenga, and Procurement Manager Moses Wangalwa. Also, the sales and marketing manager Deo Nyanzi, Andrew Tumusiime (Senior administration manager), Harvey Kalama (Ground Operational Manager), Bruno Oringi (Safety Manager), Michael Kaliisa (Quality manager), Crew Training Manager Juliet Otage Odur, and first officers Kenneth Kiyemba and Alex Kakooza were suspended.

The President also directed the disbandment of the Pereza Ahabwe, the Chairperson Board of Directors.

As a result, an interim board of directors chaired by Bageya was put in place to oversee the airline.

After nine months on suspension, Bageya says the interim board has decided to terminate the CEO’s contract and that of Wamara.

Bageya however says the other managers and officers have either been terminated or reinstated while two are still on suspension pending vetting from security agencies and confirmation on whether or not they passed technical training.

Bageya however says the Inspectorate of Government had also picked interest in the allegations against the suspended staff.

“We have concluded the case against most of the suspended officials administratively. But we are also waiting for the decision of Inspector General of Government on the matter.”

“I cannot disclose the reasons for the CEO’s termination right now because the IGG is still conducting investigations. But the interim board of directors decided to terminate his contract because the allegations against him were substantial and he was found culpable.”

Muleya, Wamara, and other affected staff by the time of filing this report had not yet commented about this development.

Bageya however says the terminal benefits of those fired will be paid. The total payment figure remains undisclosed.

The Ministry of Works hired Muleya in September 2019 and renewed his contract three times before he was suspended. His latest contract was renewed in 2021 with the expiry being in September 2022.

Muleya, a Zambian ventured into aviation in 1995 as General Manager and CEO of Air Botswana Corporation for eight years, moved on to Air Mauritius, and worked as CEO for Zambezi Airlines Ltd and ALS Limited in Kenya. Then, he was contracted as CEO of Air Uganda in 2013. He has therefore worked in aviation for over 23 years.

The interim board’s decision comes weeks after Auditor General John Muwanga noted in his latest report that Uganda Airlines is losing billions due to the delayed conclusions of the suspension cases.

Muwanga noted that the suspended staff remained on the same terms of the contract and those acting in their positions “receive extra pay implying double payment for the same position.

As a consequence, the company has lost Shillings 2.3 Billion Shillings from May to November 2021.

Sources at the airline indicated that Muleya earns over Shillings 50 million every month while top managers earn more than Shillings 40 million monthly.

Bageya has confirmed that Muleya has been earning shillings 120 million as his monthly gross salary.

Gen. Katumba appointed Jenifer Bamuturaki Musiime, as Acting CEO and other staff to carry out roles of the suspended managers in May 2021. Musiime had earlier worked at Uganda Airlines as the commercial director but was dismissed over corruption allegations.

Musiime in an acting position has been earning close to Shillings 60 million monthly while Muleya continued to earn his monthly salary resulting in double payment, according to the Auditor-General.

Bageya says the shareholders will present a list of board of directors for approval in the cabinet this week.

The government revived the national carrier in 2019 to lower transport costs, boost tourism and business opportunities for Ugandans.

Registered as Uganda National Airlines Company Ltd (UNACL), the airline is under the joint supervision of the ministries of works and finance, which own 50 percent shares each. It currently has over 300 staff including top managers who are mostly in acting positions.

In October 2021, Finance Minister Matia Kasaija said that the shareholders had made the mistake of appointing an incompetent board of directors and managers.

He said that the two rocky years of the national carrier had largely been a result of the appointment of the board directors and managers without experience in the aviation industry.

Kasaija however said that the shareholders would resolve the corporate governance and management issues by mid-2022.

University girl dumps newborn in latrine, beaten

A student of Kumi University on Tuesday survived lynching over dumping her baby in a pit-latrine.

Locals say the suspect had been carrying an eight-month pregnancy and she gave birth in her house in Nyero Town Council, Kumi District secretly. The suspect sneaked out of the house and threw the baby in the pit-latrine.

“We heard the baby cry but we did not see her come out, when we entered her room, there was evidence of a woman having been in labour but the baby was missing,” Ms Grace Akello, a resident, said.

She further said this was not the first time the suspect has dumped a baby.

“In 2020, she did the same but the baby was luckily rescued unlike this time, the baby died.

“She completely kept quiet when we asked of her condition and of the baby, but when we looked around the baby was missing that is when we sensed that something was wrong,” Ms Akello added.

An angry mob gathered and started assaulting her.

However, the suspect was rescued by Nyero Police Station officers.

The acting East Kyoga regional police spokesperson, Mr Oscar Ageca, confirmed the incident.

“The suspect has been pregnant and on Tuesday evening, she secretly gave birth to a baby boy, sneaked out and threw the baby in a pit-latrine which has been in use,” Mr Ageca said. He said the victim was retrieved alive from the pit-latrine but died on arrival at Nyero Health Centre.

Mr Michael Biing Makwach, a university student, expressed disappointment over the incident.

He wondered why one would carry a pregnancy for nine months and later dump the baby.

The guild president of Kumi University, Mr Deogracious Amuriat, condemned the incident, saying it is an act of murder.

Mr Ivan Vincent Okay, the father of the deceased baby, said the suspect has been ignoring him for a while.

“I told her several times that I am willing to help but she turned against my request,” Mr Okay said.

He blamed the suspect of being too reserved, adding that she could not share details of her personal life and challenges with him.

Crested Crane killers face life in jail or Shs20 billion fine

The Ministry of Tourism, Wildlife and Antiquities and the Commissioner of Wildlife have warned people against killing the Crested Cranes, saying they will either face a life imprisonment or pay a Shs20b fine.

The crested crane, chosen as Uganda’s national symbol nearly 100 years ago, is one of the most cherished birds in the country.

“Its beauty and elegance were the reasons the crane was chosen as Uganda’s national emblem but the destruction of its habitat, and series of factors, is making it an endangered bird. The penalty for killing a crested crane is life imprisonment or pay Shs20 billion,” Mr George Owoyesigire, the commissioner for wildlife, said yesterday.

It has 16 different species in the world, four of which are found in Africa, including the ‘great’ Grey Crowned Crane in Uganda. There are about 8,000 Crested Cranes left in Uganda, down from 35,000 in 1989, according to the ministry.

The Ministry of Tourism has also set March 3 for the celebration of the World Wildlife Day at Uganda Wildlife conservation Centre (UWEC) in Entebbe under the theme, ‘Recovering Species for ecosystem Restoration’.

Addressing journalists yesterday, Mr Tom Butime, the Minister for Tourism, Wildlife and Antiquities, said the theme draws attention to the critical role that key species of plants and animals are endangered.

He also said there will be a cranes festival on February 28 in Kaikolongo in Lwengo District. Mr Butime said the festival has been organised in the district for residents to appreciate the importance of the Crested Crane, and therefore stop killing it.

Offences relating to protected species under UWA Act, 2019
(1) A person who without a permit issued in accordance with this Act-

(a) takes, hunts, molests or reduces into possession protected specimen; or

(b) is found in possession of, sells, buys, transfers or accepts transfer of protected specimen; commits an offence, and shall on conviction be liable to a fine not exceeding ten thousand currency points or to life imprisonment or both.

(2) Where an offence prescribed in subsection (1) relates to a specie classified as-

(a) extinct in the wild; (b) critically endangered; or (c) endangered; a person shall on conviction be liable to a fine of not exceeding one million currency points or to life imprisonment or both.

UPDF Soldier sentenced to 40 years imprisonment

NEWS – The Uganda People’s Defence Forces (UPDF) Court Martial sitting at Mountain Division Headquarters in Fort Portal has sentenced Lance Corporal Piangu Hussein Mwanika to 40 years in prison for murder.
The prosecution led by Lt. Moses Ekwamu told the military court that on July 24, 2021, at around 09.00 pm, while on guard duty at Kanyamwirima barracks in Bundibugyo, Mwanika gunned down and killed Pte Christine Akido.

According to the court records, L/Cpl Piangu was intoxicated while at the Observation Post-OP, having smoked marijuana. When Akido came to meet him, he subsequently shot her four bullets in the chest, killing her instantly.

In his ruling, Col. Robert Okiror, the Chairperson of the Mountain Division Court Martial, said that the court had considered the submissions of both the prosecution and defence teams and found that the accused acted under the influence of drugs, in contrast to the professional standards.

He said the court found the accused to have killed the deceased with malice aforethought. He, therefore, convicted the accused, saying that by the time he returned to society after serving 40 years, he would be a reformed person.

The Mountain Division Court-Martial started sitting on February 10th, 2022 and is trying 17 cases. These range from capital offences, service offences, and service misconduct.

BREAKING: Mabirizi Sentenced To 18 Months In Prison; Appeals Decision

High Court judge Musa Ssekaana has sentenced city lawyer Hassan Male Mabirizi to 18 Months in prison.

But Mabirizi has since appealed the decision.

On Tuesday February 22, 2022 at 10am, Justice Madrama of Court of Appeal will hear the youthful lawyer’s application to stay execution of all Ssekaana’s orders under miscellaneous application No. 843 of 2021.

Mabirizi says Ssekaana’s order for detention is illegal.

“The order is illegal because no man can be a judge in his own cause,” said Mabirizi.

80 year-old kills self over suspected cheating wife

Police in Kabale are investigating unclear circumstances under which a man of 80 year committed suicide after failing to end the life of his wife.

The deceased has been identified as Edward Nsigirenda a resident of Rwembogo cell, Muyebe parish, Buhara sub county Kabale district, who allegedly cut the wife Lydia Nduhukire,60, suspecting her of having an extra marital relationship.

It’s alleged that the two had a long standing domestic violence resulting from the cheating allegations, and two years back, Nsigirenda badly assaulted the Nduhukire to the extent of being hospitalized.

It’s further alleged that, from the hospital, she went to her son’s home in Kakumiro district fearing for her life.

It’s in the month of December 2021, when the deceased called his son Nampa Dickson requesting the wife to come back home promising to have reformed. Nduhukire came back and they stayed normally.

According to the Kigezi regional police spokesperson Elly Maate, the couple while sleeping together on Wednesday night, the wife heard the panga falling down from the bed prompting her to fear.

Nsigirenda picked it up and cut her hand.

“She made an alarm that attracted people who rushed her to Buhara health centre III, leaving the man inside the house. The man knowing that had killed her, then hanged himself with a rope inside the bed room after locking the house from inside, ” Elly Maate said .

This case been reported at Kabale police under file number CRB 085/2022.

City Car Robber Netted

The Police at Kira road is holding a car robber, Spyreports has learnt.

The suspect has been identified as Muwanga Edward, a resident of Kyengera Town Council who allegedly stole a motor vehicle registration number UAU 672 U along Kampala Parents Stretch.The incident happened today afternoon when Muwanga accessed the said vehicle using master keys and drove it off.

However, the owner of the vehicle made an alarm and he was given a chase and intercepted .

A mob descended on him and beat him up, but he was rescued by the responding police patrollers .

A search was conducted and several keys were recovered on him. They have been exhibited.

Kampala Metropolitan Police Deputy Spokesperson Luke Owoyesigyire confirmed the arrest.

Owoyesigyire said that the suspect is currently detained at Kira road Police.

Uneb Finally Releases 2022 PLE, UCE, UACE Examination Dates


Assessment body Uganda National Examinations Board (Uneb) has announced examination dates for the 2022 candidate classes.

According to a statement released by Uneb executive secretary Dan Odongo, Primary Leaving Examinations (PLE) will start on November 07 and end on November 09.

Uganda Certificate of Education UCE (UCE) exams will begin on October 14 and end on November 18.

A-level exams (Uganda Advanced Certificate of Education – UACE) papers will start on November 18 and end on December 09.

We can exist without your money! NUP, FDC tell off Museveni and IPOD

Opposition political parties-National Unity Platform (NUP) and Forum for Democratic Change (FDC) have told off President Yoweri Museveni that their establishments can exist even without receiving money from government and Interparty Organization for Dialogue (IPOD).

While meeting with the Secretaries-General of political parties that coalesce under IPOD at State House Entebbe on Wednesday, President Museveni proposed that there is a need to emend a law that bars political parties that have refused to actively take part in IPOD activities from accessing funding.

He said that there is no reason why eligible political parties that have refused to participate in IPOD activities should continue to receive funding from the government or IPOD.

“Also, this is a forum to sort out our issues and should bring together all the parties represented in the parliament. However, others do not want to cooperate, I think such parties should not qualify for government funding under the IPOD arrangement. There should be a law somewhere,” Mr Museveni said.

However, on Thursday the FDC Spokesperson, Ibrahim Ssemujju Nganda informed President Museveni that they don’t receive money because of IPOD but they receive it because it’s under the law governing political parties in Uganda.

“We don’t receive this money because of IPOD but it’s the law (the Political Parties and Organizations (amendment) act, 2020, so Mr Museveni wants us to join his tea party group to fool us. We shall never do that. Even if he asks Parliament to amends this act, we shall not join it and we can exist without that money,” the Kira Municipality legislator said.

Joel Ssenyonyi the spokesperson of NUP, in the same way, also told President Museveni that their party will never join what he called the tea club that helps the latter to fool the western countries that he can seat and negotiate with those opposing his government yet in an actual sense nothing agreed on has ever been implemented.

ICJ orders Uganda to pay $325 million in DRC case

✳ The total amount of compensation awarded to the DRC is US$325,000,000. This global sum includes US$225,000,000 for damage to persons, US$40,000,000 for damage to property, and US$60,000,000 for damage related to natural resources.

✳ The total sum is to be paid in annual instalments of US$65,000,000, due on 1 September of each year, from 2022 to 2026. The Court decides that, should payment be delayed, post-judgment interest at an annual rate of 6 per cent on each instalment will accrue on any overdue amount from the day which follows the day on which the instalment was due.

✳ The Court is satisfied that the total sum awarded, and the terms of payment, remain within the capacity of Uganda to pay. Therefore, the Court does not need to consider the question whether, in determining the amount of compensation, account should be taken of the financial burden imposed on the responsible State, given its economic condition

The International Court of Justice (ICJ) has ordered Uganda to pay $325 million war reparations to the Democratic Republic of Congo.

Today’s ICJ judgment of $325 million compensation awarded against Uganda for invading and causing atrocities in DRC as part of the Second Congo War (1998-2003) only covers one area in a conflict that involved nine states and 25 armed groups that left millions dead and displaced.

The case is 16 years old, as on June 23, 1999, the DRC instituted respective proceedings in the ICJ against its eastern neighbors Burundi, Rwanda, and Uganda relating to violations of international law in the context of the Great Lakes conflict.

In an article inArticles of War, Ori Pomson a PhD candidate at the Faculty of Law of the University of Cambridge states that, “Whereas the parties discontinued the proceedings against Burundi and the Court dismissed for lack of jurisdiction reinstituted proceedings against Rwanda in 2006, the Court adjudicated on its merits the DRC’s application against Uganda and issued a judgment in late 2005.

Its ruling was for reparation, but negotiations on the matter between Uganda and DRC failed over the years.

In today’s ruling, court noted that the reparation awarded to the DRC for damage to persons and to property reflects the harm suffered by individuals and communities as a result of Uganda’s breach of its international obligations.

“In this regard, the Court takes full cognizance of, and welcomes, the undertaking given by the Agent of the DRC during the oral proceedings regarding the fund that has been established by the Government of the DRC, according to which the compensation to be paid by Uganda will be fairly and effectively distributed to victims of the harm, under the supervision of organs whose members include representatives of victims and civil society and whose operation is supported by international experts. In distributing the sums awarded, the fund is encouraged to consider also the possibility of adopting measures for the benefit of the affected communities as a whole.”

Bobi Wine Sets Tough Condition For Talks With Museveni
National Unity Platform (NUP) and its leader Robert Kyagulanyi aka Bobi Wine have largely ruled out talks with President Yoweri Kaguta Tibuhaburwa Museveni, saying it would only be possible under one condition.

Recently, NUP MP and former presidential candidate Abed Bwanika, urged Bobi Wine to hold talks with Museveni so that detained supporters can be released.

According to NUP spokesperson Joel Ssenyonyi, there is no need for talks with Museveni over the detained supporters, but added the party will pursue all legal and lawful means possible to have those incarcerated released.

“When you allow us to meet him and plead with him, it will mean we are guilty. Yes, we are concerned about our colleagues and we continue visiting them in prison and also go to court when they are brought. This shows solidarity,” said Ssenyonyi.

“We shall continue to use the law to see our colleagues freed like many have been released. [The government] should expedite their trial if they have any evidence against them. Why are they delaying the trial? We believe in the law of this country and we shall continue following that.”

Speaking at the burial of Godfrey Serwanga, the father of his former body guard William Ntege aka Kyuma-kya-Yesu in Jongoza, Kalisizo, Kyotera District, at the weekend, Bobi Wine said the only way NUP cannot talk to Museveni is through the provisions of the law.

“If we are to meet and hold talks with Museveni, it must be within the provisions of the law,” said the NUP president.

“However, you are not going to torture our people, remove their nails, cut them and, again, call us for talks; to talk about what?”

It was not clear under what law the talks between Museveni and Bobi Wine would take place — if they were ever to happen.

At least 40 civilians killed in DR Congo machete attack

At least 40 people were killed when machete-wielding militiamen attacked a site for displaced people in strife-torn eastern DR Congo, a monitoring group and local sources said Wednesday.
"At least 40 civilians were killed with edged weapons last night in Plaine Savo" in Djugu territory, the US-based Kivu Security Tracker (KST) said on Twitter.

Local officials and civil society sources put the toll at more than 50 dead, while the army's spokesman in Ituri province, Lieutenant Jules Ngongo, gave provisional figures of 21 dead.

The KST said the suspected attackers were from a notorious armed group called CODECO, blamed for a string of ethnic massacres in the area.

The Djugu area, bordering Lake Albert and Uganda which lie to the east, is the theatre for a bloody, long-running feud between the Lendu and Hema communities.

Fighting between the two groups flared between 1999 and 2003, claiming tens of thousands of lives before being quelled by a European Union peacekeeping force, Artemis.

Bank of Uganda speaks out on legality of money bearing late Mutebire’s signature


KAMPALA – Bank of Uganda has disregarded information circulating on various social media platforms claiming that the banknotes bearing the signature of the late Prof. Emmanuel Tumusiime Mutebire, the former Governor expired or shall soon expire and cease to be legal tender as false information.
According to the press release statement made on Bank of Uganda’s official twitter handle, the change of office or demise of the person who signed on bank notes as Governor does not in any way affect the validity or legal status of the banknotes that he or she signed.

In the same statement, Bank of Uganda has clarified that the design, features and characteristics of the currency banknotes, include, among other things, the signature of the Governor.

Bank of Uganda noted that current banknotes remain legal tender until they are determined otherwise by the bank of Uganda, which is the only lawful authority entrusted with the mandate to issue currency banknotes.

Bank of Uganda has advised the public to disregard the false information that is circulating on different media platforms claiming that the banknotes bearing the signature of the former Governor expired upon his demise.

The bank has also cleared the air that all denominations of the banknotes issued by the Bank of Uganda bearing the signature of the former Governor remain legal tender and can be used to carry out cash transactions, settle financial obligations and give monetary value.

Primary Six pupil killed in suspected girlfriend battle

NEWS – Shock and panic have engulfed residents of Bison Maguria parish in Western Division, Tororo Municipality after receiving news of the sudden death of a 16year old boy.
The deceased Owinjo Patrick who has been a primary six pupil at Aturukuku primary school who was found lying in the bush near the railway line in the area.

According to his mother Koko Rose, Owinjo left home at 7:30pm in the evening to the nearby trading center but unfortunately never returned forcing her and relatives to mount a hunt though they didn’t succeed.

In the morning as one of her neighbors known as Masumbuko woke up in the middle of the night narrates that he heard some people chasing each other and thought it was the normal games of teenagers.

However in the morning, as a young girl was going to wash clothes at the nearby river, she saw somebody lying as if he was dead. She so informed Owinjo’s mother who together with other rushed him to Tororo main hospital where he died upon arrival.

The District Police OC CIID ASP wakoli Suleiman Moses confided to this reporter that postmortem discovered that Owinjo had been injured on the head and private parts.

Wakoli appeals to the members of the community that incase anyone has relevant information pertaining this death to render it to Police to aid in investigations and bring this culprits book.

The case has been registered at Tororo CPS under CRB 125/2022.

Three family members die in house fire, one hurt

Police suspect the fire could have spread from a charcoal stove on the verandah to the room where the victims stored fuel in jerrycans.

Three family members have been confirmed dead and another seriously hurt after a fire broke out in their home in Fika-Salama ward, Mbale Northern City Division in Mbale City.

Police said the Tuesday evening fire started from one of the rooms where the deceased identified as Jamal Mutoto, 30, Sowedi Impiangu, 35, and Wilberforce Naifuge aka Buyinza 20, stored fuel which they had been selling in jerrycans and bottles as a family business for a long time.

Ekesa Konstant, 30, is undergoing treatment at Mbale regional referral hospital and he’s said to be in critical condition.

“Preliminary reports indicate that fire is suspected to have spread from a charcoal stove on the veranda to the room where the deceased, who were petrol dealers, had been stocking their fuel in jerrycans,” the Elgon region police spokesperson, Mr Rogers Taitika, said.

Mr Moses Okello, a boda boda rider and eyewitness said the neighbours tried to rescue the deceased but failed.

“One of the deceased forgot to fasten the lid on the jerrycan containing petrol and as the woman was lighting the charcoal stove, it caught fire and it spread very fast,” he said.

Ms Anna Naula, another resident, said the police were called to extinguish the fire but by the time the fire brigade arrived, it was too late.

Mr Richard Wekesa, a resident of Nakaloke town council, said the deceased were burnt to death as they tried to rescue their properties.

"After the fire outbreak, the three wanted to rescue the things in the house but unfortunately fire caught them in the house and burnt them to death," he said.
